"Heaven's Vengeance" is the first OVA of the Durarara!! anime and the thirteenth episode overall.

Synopsis

It is 10 pm. Walker Yumasaki discusses his novel. Saburo Togusa is furious that someone bumped into his van, then proceeded to get him a ticket. He, Walker, Erika Karisawa, and Kyouhei Kadota see colorful objects fly though the sky. Isaac Dian and Miria Harvent also watch this phenomenon. Celty Sturluson stops driving and shivers, then texts Shinra Kishitani that the aliens are here and invading Ikebukuro.

At 9:30 pm, 30 minutes prior, there is a girl hitting a man with her bag but is stopped by a police officer. She states that her reason for doing so was because the man insulted her Gin. Elsewhere, Celty is chased by some men while she has a red bag on her back. On the road, there has been an accident. The girl tells the policemen her story. She wanted to be a beautician but wasn't trusted enough. She loved Gin, but admits he was a bit of a loser and starts crying. The police officer offers her a hankie, but she declines and uses a blue one.

Mikado Ryuugamine, Masaomi Kida, and Anri Sonohara arrive at the police station and offer them a red bag. In Walker's novel, a girl on a bike carries alien technology. She is chased by two syndicates of men and cannot escape. This is an accurate description of Celty's current situation.

At 9 pm, 1 hour earlier, some maid girls force Mikado to wear bunny ears. Masaomi is also dressed like a harlequin, and Anri wears cat ears and a yukata. Celty receives a red bag from a man and asks what is inside. He says it might be fresh meat or a severed head, perking Celty's curiosity. As she drives, men in black shoot at her. Masaomi says it's a perfect 'summer festival' as he, Anri, and Mikado walk through Ikebukuro. A bedraggled man with a rose tattoo and a red bag bumps into Anri as he is chased by men in black. He is cornered, just like in Walker's novel, except in his story, the professor leaves the bag with the beautiful esper girl and dies.

In Saburo's car, Erika and Walker chant a sutra for aliens while driving around with a red bag on their van to inform the aliens of their missing bag. As they discuss UFOs, they see the black rider. The men in black contact a 'Mr. K' that they have found "it" and are trailing it. The other men in black with the rose-tattoo man open his red bag and find money. However, that is not what they are looking for and leave. The man grins and reaches for his bag, but Izaya Orihara gets to it first.

The men in black shoot at Kyohei's crew while Walker in the back seat wonders if the Lord is ripping off his novel. A motorcycle policeman notices the shooting as the men in black hit Saburo's car. The cop pulls over Saburo, but sees a crash up ahead on the road - from where the men in black hit the railing. In an abandoned warehouse, Celty is cornered by men in black and delinquent men. Walker decides that truth is not stranger than fiction, but that truth is in fact plagiarizing his book. Mikado wants to remove his bunny ears, but Masaomi and Anri force him not to. The trio finds a red bag in the bushes.

At 7 pm, 3 hours ago, the delinquents are in an apartment wondering where Gin was. He had said something about getting banged up, much to the annoyance of his partners. They decide to contact the intelbroker. The men in black receive word that "it" was stolen and contact Izaya Orihara for more info.

Mikado and Anri wonder where Masaomi's summerfest special, where if a girl was in a yukata the whole group would get in free, is. Masaomi tells them there is no place like that here, much to their dismay. Anri continually states that she has to go home, but they happen across a girl who tells them if there is a girl in cosplay, one member of the group gets free drinks.

The man with the rose tattoo, Gin, runs frantically around the city clutching a red bag and under the firm belief that there is a monster out to get him. Shizuo Heiwajima sees Gin, who soon disappears. Tom Tanaka listens to a girl's story about why she and Gin are in debt and starts crying. Tom gives her a blue hankie, which she uses later at the police station. Shizuo is annoyed by her crying.

At 4 pm, 6 hours ago, at an apartment, Tom tries to get Gin to open up the door. The girl, Hanako, gives Gin in the tree a red bag with clothes and onigiri. However, Shizuo is at the base of the tree and begins shaking it while Tom breaks into the flat. Gin frantically tries to calm Shizuo, saying he looks like the actor Yuuhei Hanejima. This only angers Shizuo more, causing him to uproot the tree and send Gin flying. Kyohei's gang watches the flying man and find the red bag he dropped. Walker warns Kyohei not to open the bag because it probably contains an alien destruction weapon, but only finds clothes and onigiri. Walker is disappointed that it wasn't a beautiful girl who fell from the sky, like in his book.

Shinra and Celty watch a show about aliens (the same one that Walker and Erika's chant was from). Celty freaks out and pinches Shinra, trying to make sure he is the real Shinra. He asks why she watches these alien shows if it scares her so much, but Celty justifies it by saying she should learn all she can about her fears so she can be prepared when aliens invade. Just then, she receives a call from Izaya asking her to do a simple and safe job.

At 9:30 pm, the cornered Celty curses Izaya as the two groups of men argue. Shiki is furious that the men in black leader, Mr. K, promised Shiki he could have the goods. As the delinquents attack the men in black, they are covered in glow in the dark paint. This makes them easy targets in the dark. Outside, Celty gives the bag to Shiki and asks what was in it. Izaya responds in his place, saying it something like Celty that shouldn't exist - an extinct animal. Izaya reminisces that sometimes the truth is stranger than fiction.

Izaya calls the delinquents and offers to return their money, but on one condition. At the park, Masaomi reveals his reasons for inventing a 'summer festival'. He realized that during summer break, he, Mikado, and Anri could avoid each other and not see each other every day. He wanted to turn an ordinary day into an unforgettable adventure. The painted delinquents arrive at Shizuo's workplace and insist he was the one who stole their money according to the infobroker. Shizuo throws them out the window while Izaya watches, muttering how scary it is that people trust him. The glow-in-the-dark delinquents are the UFOs and aliens everyone saw at 10 pm. Masaomi decides they are fireworks, but Mikado disagrees.

Walker narrates that peace fell upon the city. However, a ferocious battle erupted where no one knew. Hanako welcomes Gin back and gives him the red bag with clothes and onigiri. Walker's narration ends with a line from a poem: "God's in his heaven, all's right with the world".

  • Walker quotes the lines, "God's in His heaven/All's right with the world!" from Robert Browning's verse drama Pippa Passes. Though often called by its opening line, "The year's at the spring," the poem is also called "Pippa's Song" because the lines are sung. The same lines are also used in Neon Genesis Evangelion as the slogan for NERV.
